SE3 was the design professional contracted by the Kansas City Water Services Department on this project, which was one of the recipients of a prestigious Kansas City Industrial Council (KCIC) annual Brick-by-Brick award in 2023. The Relief Sewer 45th Street project was part of the KCMO Overflow Control Plan and Combined Sewer Overflow control measures identified for the Lower Blue River Basin within the Federal Consent Decree.

The objective for this project was to reduce the combined sewer overflow frequency and volume at Diversion Structure 170 and Outfall 048 from approximately 12 events per year to one or fewer events per year (Storm Category G). Design included relocating the existing diversion structure to a downstream location within the existing combined system. The design required a new diversion structure, disconnecting and rerouting part of the existing storm system, aligning new sanitary and storm sewer, and cementitious lining (CIPP) of existing sanitary sewer and manholes. 

The existing sewer crosses Emmanuel Cleaver Boulevard, which is a four-lane arterial street.  To avoid closing this major thoroughfare, SE3 provided a trenchless design for the crossing. 

Construction Elements:

  • Installation of a 5 feet x 6 feet diversion structure
  • Installation of 1,000 feet of 18-inch PVC sanitary sewer
  • Installation of six, 48-inch diameter manholes
  • Installation of two, 60-inch diameter manholes
  • Lining of 900 feet of existing 12-inch VCP with CIPP
  • Trenchless Installation 204 feet of 18-inch PVC
  • Trenchless Installation 165 feet of 30-inch steel casement pipe
