SE3 was selected to bring IDOT into compliance with the Specification for the National Bridge Inventory (SNBI). The project includes updating the inventory data for over 26,000 bridges across the state of Illinois.  SE3 is leading a team of over 50 staff and six subconsultants to complete this task by the end of 2027.

This three-year project involves transitioning inventory and inspection data into the new SNBI requirements for the IDOT Bureau of Programming while working closely with the IDOT Bureau of Briges and Structures. The inventory transition applies to all bridges within the state, including both IDOT owned and non-IDOT owned structures. SE3 worked closely with IDOT to determine state policy and the interpretation of SNBI so that coding is consistent across all structures. Existing data coded, per the 1995 requirements, will be verified before entry into the new database. 

Our work involves data research of existing structures including review of existing plans, inspection reports, load rating and hydraulic information. Coordination with local owners (Municipalities, Road District, County, Townships, etc.) will be required to find plan documents for bridges that IDOT currently does not have. In the event that plan data is incomplete or existing plans are missing, field visits will be required to collect the inventory data. It is anticipated that 5,000 bridges will need field visits.  The updated data will provide the state with better information on the status and condition of structures so a maintenance plan can be better programmed and budgeted for.
